Perhaps you mean, "Who was Kermit TYLER?" If so, he was the lieutenant who ignored the radar operator's report of the incoming Japanese attack on Pearl Harbor. Tyler reportedly believed that the radar was picking up some B-17s that were more or less expected. His unfortunate contribution to the annals of military quotations was, "Don't worry about it."
