First, South America is a continent, not a country.
Second, most countries in South America are socialist countries controlled by their governments. While socialism in and of itself does not equate to lower economic standards, it inherently inhibits entrepreneurship. Success is determined, not by individual initiative, but rather by what is distributed to those who are not successful from those who are.
Third, not all countries in South America are poor; several, like Brazil, Panama, etc., have thriving economies, largely based on capitalism.
Fourth, to really understand how some countries are poor while others are not, I recommend you read Germs, Guns, and Steel by Jared Diamond. It's an excellent book about the nature and development of societies throughout history.

Mainly as a way of preventing poor people- especially newly freed blacks in the South after the Civil War- from voting. If you're poor and have little/no money, you're not going to want to spend that money to pay a special tax just to be able to vote.
