Usually tradition. In some countries and in some religions, the parents arrange a marriage for their children because parents are percieved as being wiser and better able to make a good match. Also, in some social classes it is common for parents to at least limit the choices so that their child doesn't marry "down" into a "lower" class (usually someone not as rich). It was actually a really, really common practice in the past, and the practice of marrying for love was looked upon as frivolous and selfish. Marriages were usually made for the benefit of the family, and often women were seen as belongings... passed from the ownership of the father to the ownership of the husband. Interestingly, arranged marriages last a lot longer on average than marriages made for love. There could be something positive there. :)

Many people who were wealthy, and some who were not, had arranged marriages. In some cases, members of medieval royal families who married barely knew each other. If people were unhappy with arranged marriages, the Church could, and often did, annul the marriage. Most people were peasants, and since peasants did not have much in the way of money, there was really no reason to have an arranged marriage, so they met, fell in love, and married. We do not have a lot of information about serf weddings before the 12th century. The information we have for the time after that is that they married privately, were not required to have church weddings, or even witnesses. They often registered their marriages with the church, though it was not required. The information we have indicates they married rather late, averaging about age 25. it is not quite clear. There is disagreement among scholars. Some say that girls married when they reached puberty and some argue that they married at around the age of 20. Marriages between affluent families were arranged and girls could be betrothed before puberty.
During the Elizabethan era the majority of marriages were arranged. Men would look for women who were in their social class or above, who had a good reputation and a large dowry.

Hawaii has so many cultures living there, so I'm sure that there are some arranged marriages.
Most are very much against arranged marriages, at least in the Western world.
Arranged marriages were normal in ancient times; the bride and groom were rarely permitted to make their own choice in this matter. There are references to arranged marriages in the Bible. Homer's Odyssey not only reports marriages in Greek society, but describes the rules and traditions at some length.
