I am not 100% sure but judging by general trends I'd say most of Delhi's RECENT population increase is due to migration (rural-urban) within the country.
Historically, I suspect there have been economic reasons for people to settle and continue to prosper in Delhi. Poverty can play a very big role in the rate of population increase - also explaining why a city such as Delhi may have such a high population today.
Modern Rome is not a megacity. It has a population of about three million. Ancient Rome was the biggest city in the world with a population which has been estimated at 1-1,4 million.
