As is often the case when governments make treaties the real motivation may not always be obvious. Russia had more land then it needed, and so did the United States. Russia may have had a financial motivation and needed money more then it needed land in the New World and its Alaskan Colony was expensive to maintain and almost impossible to defend without a modern Pacific Fleet which it could not afford to build at the time. Russia also had a valid claim to New World lands as far South as the Oregon Territory which American immigrants were entering.
Secretary of State William H. Seward saw this potential conflict of interests and he had a solution. By purchasing Alaska and all Russian claims in North America the US would have a Nation from Sea to Shining Sea. Alaska was not something that he really had an urge to buy, he wanted Russia out of North America. Alaska was simply icing on the cake that might be worth something someday. The bargain was made and both Nations got what they thought was a good deal.
