If Franklin did indeed fly a kite into a thuderstorm as folklore states, the charge of electricity down the wet twine would not have been enough to seriously shock him. There was a risk of lightning being directed to him, but this would likely have burned up the kite and twine rather than Franklin.

The most likely answers are that the string presented enough resistance to reduce the current to a very low level, and his kite was not actually struck by lightning but was still draining some of the charge built up in the cloud.

No it wasn't. Do you think Benjamin Franklin just went out when a thunderstorm was happening and decided to fly a kite? No. Obviously not. He went outside, during the thunderstorm, to find out if electricity came from lightning. And as so it did. He got struck by lightning.
