Because the Allies were on the opposing side; the Allies didn't agree with what was happening in Europe. America only joined the Allies after Pearl Harbor, which was caused by Japan. Japan was a member of the Axis, and thus an ally of Germany. The Allies (especially Britain, during the Battle of Britain), proved that they weren't going to let Hitler achieve his plans.
The league of nations failed because Germany and Russia two of the great powers in the world did not join the league of nations until later on and even then Germany left. America also didn't join the league of nations because the civillians didn't want to join.

Which government? Hitler's bid to the Chancellery was accepted in 1933 by von Hindenburg. Therefore Hitler's Rise to Power was within (not outside of) the German government. As for foreign powers, they wished to avoid war for as long as possible.
I'm not quite sure what your asking but the Italians just like the Nazi's had many concentration camps established to exterminate Jews, Slavs, Croats and all others deemed by the Nazis and facist Italians to be inferior or enemies to the Axis Powers.
