To some extent, it began immediately after the end of the Civil War, following the assassination of Abraham Lincoln, who favored a more conciliatory approach to the vanquished South. The Radical Republicans increased their control of Congress following the 1866 elections, and passed the Reconstruction Acts beginning in 1867.
In 1870 President Hays made a deal to remove federal troops from the southern states. This changed reconstruction and allowed the south to begin the Jim Crow laws that would create segregation and discrimination for another 100 years. Had reconstruction been allowed to continue the southern states may have not developed as they did, but we will never know.
Lincoln believed that once a state always a state, which meant they had no power to secede. He was very forgiving to the CSA (Confederate States of America/southern states) after the war, and allowed them back into the union & begin reconstruction if 10% of the southern states who seceded's population swore allegiance to the Union. The Radicals believed that the Southern states had committed suicide and destroyed their own states. They thought Lincoln was being too lenient, and called for 50% or more to swear allegiance before reconstruction would begin. Lincoln vetoed the bill.
