No, he wasn't his brother. His father was owed money by the king and when his father died Penn made a deal with the king for the land in Pennsylvania instead of getting the money. As a Quaker he was being arrested and discriminated against because of his religion, so getting the land gave him a chance to escape to the New World.

The name must first be bisected to see why King Charles II gave that name to the land he gave to William Penn by charter. Penn had chosen the name Sylvania for his new world adventure which he took to mean something high forest. This may not have correctly conveyed the Latin root of silvus or sylvuswhich may have been more closely associated with 'the spirit(s) of the wood or the people of the wood. We thus have Penn's woods, Penn's forest, Penn's high forest or even Penn's magical forest. What the King wanted, the King got and the new world received Pennsylvania.
William Penn was given a land grant by the king because the king owed Penn's father money. So, Penn took it and was glad to leave England. He was arrested several times for his Quaker beliefs and now could go to the New World and practice his religion in Massachusetts.

It started when William Penn Jr. decided to go to King Charles II and ask for a land grant (during this time the exploration of the Western Hemisphere occurred) to the New World. William Penn's father, William Penn Sr. was a good friend of Charles II and on top of that the king was indebted to him. Since his father passed away, Penn Jr. took the land grant as the due for the debt owed to his father. King Charles gladly gave it to him for the reason that Penn Jr. was part of the Quakers and wanted to take all his friends over to the new world with him which would in Charles II view, help rid England of these people. With the arrangements, they travelled to what is known as Pennsylvania and established a colony in Philadelphia. Since he technically owned that Pennsylvania he sold land to those who wanted to settle there. In fact, this colony was the most tolerant to various religions, practically opened to anyone. Not only that, but he, in a sense, was fair with the Indians. Instead of taking over completely, he "bought" the land from the Indians by giving them goods in exchange for the land.
In 1681, King Charles II agreed to grant Penn a charter to begin a colony West of New Jersey. Penn's colony, known as Pennsylvania, grew rapidly. Penn limited his own power and established an elected assembly.
