They only travelled by river if there was a river going from where they were to where they wanted to go to. And even then there had to be a regular ferry service on that river. So generally speaking your statement is not correct. The great majority of people in 1800 travelled over land by cart or carriage, by horse or on foot. The Netherlands were one of the very few countries at the time with an extensive network of easy-to-navigate rivers and canals and an extensive ferry service on all of them. It was much commented on by foreigners, showing that this mode of travel was uncommon elsewhere.
