The Lend-Lease act was a treaty of sorts that granted the United States the ability to lease to the Allied Nations materials needed for the war. This proposal was met with great disapproval by Congress and President Roosevelt had a hard time selling his point. He believed however that this act would make America the "arsenal of Democracy".

Can the president who has just received a bill passed by congress use a pocket veto?

A pocket veto can only be used if the Congress adjourns less than 10 days after the bill was sent to the President for his signature. If they so adjourn, the president can simply put the bill in his pocket if he does not want to approve it. Ordinarily, the president must veto a bill by sending it back to Congress unsigned with his objections attached.

What prevents Congress from passing a bill?

If a majority of Congress does not want the bill, then the bill is dead unless the committee makes changes that allows the bill to get 50%. Then it goes to the President for his signature. If the president refuses to sign, it goes back to congress. If enough members of Congress want the bill, they can override it with a two-thirds vote.

What can congress do if the president wants a bill passed and congress doesn't?

If Congress does not want to pass a bill that the president supports, there are several actions they can take. Congress can choose not to bring the bill to a vote, effectively killing it. They can also amend the bill to make it more acceptable to members of Congress or attach conditions to its passage. Ultimately, Congress holds the power of the purse and can choose not to fund or implement a bill even if it is signed into law by the president.
