In most cases they ran the day to day business of a town. The committees elected people to handle garbage pick up, collect taxes etc. As war drew near some of these committees became comittees of correspondence which kept other towns informed about the acts and movements of the British.

Unfortunately yes, many westerners are ignorant of countries not usually covered in their mainstream media. Singapore at the southern tip of Malaysia may thought to be in China for some westerners.
Such is a stereotype; some Chinese appreciate westerners very much. Reasons for the dislike may be the growing competition in trade and military strength; the dislike of many in the western world for China's callous treatment of Tibet; the often-racist attitude of westerners when in contact with Chinese people.
Vigilante groups may arise in areas where there is a perceived lack of adequate law enforcement, leading community members to take matters into their own hands to address issues of crime and public safety. They may also form in response to incidents of injustice or a desire for quicker and more direct action against perceived threats.

They are often seen as direct in communication, ambitious, and having a fast-paced lifestyle. Additionally, Westerners are sometimes stereotyped as having a sense of entitlement and a lack of respect for traditional values and customs.
