However, in all fairness, it must be said that Congress (US) had terminated all funds for the southern forces. The ARVNs had no fuel for their aircraft, no fuel for their tanks, and no shells for their artillery; they had used up all of those resources and received no more re-supply from the US

Reason? The US & Congress were fed up with the war & wanted absolutely no more to do with it. Refugees were accepted though, a form of apology or retribution.
