Thomas Jefferson was probably the largest advocate for a non-centralized government, while John Adams and James Madison were part of what eventually became known as the Federalist party. That said, they all agreed that no one person should have anywhere near absolute power (e.g. A king).

No. The political parties Democratic and Republican hadn't been devised back then. However they did believe that the "demos" (Latin for "people") should decide on their leaders and laws, to an extent. But they also knew that letting the people decide everything directly could lead to chaos and a "tyranny of the majority". That's why our system has things that restrict the limits of majorities, such as the Electoral College, the Senate and the filibuster.
