In 1754 representatives of 7 colonies met in Albany NY to discuss a plan to unify the colonist in the face of war with the French. The outcome was the Albany Plan of Union written by Ben Franklin. It provided for a federal union of the mainland colonies under the British crown. Each colony would elect representatives to a Grand Council. This "general government" would have the power to make peace or war as well as financial and command responsibility for defense, Indian relation's and regulation of frontier settlement. They would also make laws and levy taxes. The plan was passed by the congress, but never went any further because most of the individual colonies want to keep their decentralized governments.

No. None of the colonies accepted the Albany Plan of Union. Some colonies felt that it would be difficult to agree on unified policies with so many different Indian tribes, and other colonies felt that it was "a Design of gaining power over the Colonies" (esp. taxation). Even the Indian tribes didn't accept the Albany Plan of Union.
