Thomas, then only 21 and hotheaded rode with his forces to Dublin and very dramatically - tossing a sword down in front of the Irish council - declared he was no longer Henry's man. He then later had a cleric, a Father Alan, killed, attacked Dublin and began attempting to round up a force of men to open revolt.

According to Wikipedia, the Revolt of 1173 to 1174 began when Henry "The Young King" rebelled against his father Henry II of England. The Young King was married to a daughter of the King of France, so when he rebelled against his father, he fled to the Continent to amass his army. He also convened a council of advisers, which might be the Continental Congress you are referring to. The Revolt ultimately failed, but the Young King was not killed because he was supported by many noblemen on the English side of the Channel as well as on the Continent.
