1. Destroy NVA strongholds in Cambodia, including COSVN.
2. Do the same to Laos in 1971 (Operation Lam Son 719).
3. Utilize Arc Light missions when needed (B52s).
4. Get the POWs back.
Then go home.

Cambodia was officially neutral during the war. Although US B-52 bombers consistently bombed both Laos & Cambodia (Ho Chi Minh Trail) during the Nixon administration; and covert operations were SOP within those regions.
At least one reason was because the Ho Chi Minh Trail went through parts of Cambodia, so the invasion of Cambodia was less of an attempt to attack the Cambodians and more an attempt to disrupt the flow of Vietnamese traffic along the trail.
