The US Navy closed its eyes to recent indications that air power had rendered surface ships highly vulnerable. The Navy clung to an old world idea that for an attack to be successful it must come from the sea or the land. Even after Peal Harbor a landing was expected from the Japanese.

In two years they had learned nothing from the air raids on England and the dominance of air power in that region. No doubt this same thinking resulted in the casual dismissal of radar warnings of approaching aircraft. Even after all this the US Navy was slow to appreciate the advantage of radar, as shown in some of the battles around Guadalcanal.
