For the usual reasons. High ranking men of WWII were born in the 1800s (1870s, 1880s, etc.). They had the mentality of pioneers moving west during the American Frontier days, as well as the Indian Wars (which officially ended in 1890). To those men, the Red Race (American Indians), and the Yellow Race (Asians) were inferior to the White Race. Therefore, anything that wasn't white was easy prey (and almost always underestimated).
