To try to cripple the US in the pacific by eliminating the navy's pacific fleet and scare off the US from intervening in the war.

They failed on both fronts: the aircraft carriers were out of port and the attack (especially as announced by FDR) enraged the US people so much that the US declared war on both Japan and Germany immediately and both Navy and Army induction centers were so swamped with volunteers (including many significantly underage) that although the draft was already in effect it really didn't have to be used much immediately.
