Why the Northwest Territory was the first to reach statehood?
It wasn't, and it didn't.
First were the original 13 colonies. Next came Vermont (March 4, 1791), Kentucky (June 1, 1792) and Tennessee (June 1, 1796).
The "Territory Northwest of the River Ohio," more commonly known as the Northwest Territory, had been created on July 13, 1787. Ohio became the 17th state on March 1, 1803. It was the first state to be created out of the Northwest Territory.
The Mormons DID want Utah Territory to become a state, and applied for statehood several times! Once Utah was finally admitted as a state, they held a huge celebration. See the "Related Link" below for photos.

Though the Northwest Ordinance prohibited slavery in the states around the Great Lakes, the southern states approved of it. They did not want the northwestern states to become a competitor in the tobacco trade. At the time, tobacco cultivation was extremely labor intensive and was only profitable with slave labor.

Congress did not want the northwest territory divided in to only two states because it would be hard to govern large areas. That also thought smaller states would the land would be settled evenly as well.

You can just copy this if you want NO COPY RIGHTS: In my opinion the most important element was that it protected civil liberties and required that public education be provided. If this was not here, many children would have had no education and our economy would have gotten no where at that time, and it just made our community stronger.

Not all Puerto Ricans not want to be a state. Their is a minority(less than 5%) the want PR be indepentent. Now, there is more than 40% who whan to be state and around other 40% who what to keep the current status(US COMMONWEALTH).
