When the World War 2 effort started they need nylon to make parachutes. So because nylon stockings were so popular women would take a pencil or pen and draw a black line that looked like a seem up the back of their legs to make it look like they were wearing nylons.
Nylon was a valued material so the development of nylon stockings was stopped. Before the war, stockings were made with a seam running down the back, where the two halves of the nylon were attached together to form the stocking. The seam unintentionally emphasized the curve and shape of the leg, so when women could not wear stockings, they reproduced the "seam" often using eyeliner.

In Britain,, some women dyed their legs with tea and used mascara to draw the "seams". Many American GIs brought numerous pairs of readily available nylon stockings over to Britain with them, which proved to be ideal ice-breakers with the tea-stained girls... which sometimes caused friction with their ex-boyfriends. Hence, "overpaid, over-sexed and over here".
