The Romans built forts

1) To house troops engaged in a military campaigns. There were summer camps/fortifications (castra aestiva) which were built prior to a battle for the troops to fall back on in case of defeat and winter camps/fortifications, which hosted the troops when they wintered.

2) As outposts for garrisons in areas they gained control of, but were still unstable and liable to be attacked

3) to house tropps stationed along the border of the empire to defend them.

The latter two were castra stativa, permanent camp/fortrs
