Because novelty companies take regular cents and stamp a liberty bell, outline of the US, each state's outline, JFK's profile, etc. on them. Depending on the ability of their sales force, they manage to sell these to the public through non-numismatic publications at rediculously high prices. Sometimes they may even be given away (but you need to send $x.xx for shipping and handling). They have no value to a coin collector.
