It was after the first year of a war between Athens and its empire and the Peloponnesian League led by Sparta. He was trying to bolster morale and persuade Athenians to fight on - not all agreed with the war which he had engineered, and Sparta was looking for an end to a pointless and damaging war too. So Pericles was looking to justify continuing on with it.
Pericles praises Athenian life in his tribute to the war dead to honor their sacrifice and to reinforce the values of democracy and civic duty that they fought to protect. By celebrating the unique aspects of Athenian society—such as its commitment to freedom, equality, and cultural achievements—he aims to inspire unity and pride among the citizens. This tribute serves both as a eulogy for the fallen and as a rallying call to continue defending their way of life against external threats. Ultimately, Pericles seeks to solidify a collective identity rooted in shared values and the sacrifices made for them.

Pericles did not rule Athens - it was a democracy so the people ruled - attending assemblies every couple of weeks to vote on legislation. Pericles was effectively First Citizen, that is he wielded a lot of influence, but not so much that he had to orchestrate the exile of Thucydides son of Melesias who had organised a political party (first one on record) to oppose him in the assembly. Pericles' influence began in the 450s BCE, and ended with his death in 429 BCE.
Pericles 495 - 429 BCSocrates 469 BC - 399 BCso....the both lived in the same era

Yes, I think Pericles probably embezzled four or five times more money than Madoff stole. Where did he steal the money from? From the Delian League's treasury, which was moved to Athens from Delos immediately when Pericles was entitled "general." Pericles built the Acropolis in Athens with this money, was tried for stealing the money, and talked his way out of the trial.
Well, at first they didn't really have a couple "Leaders" (besides pericles, and then the Romans came and stuff changed) They had the Boule. (Boo-lee) And they were chosen by lottery. Draws etc. Each person could only be chosen ... I think twice. Only Athenian male citizens could lead.
