Because it means that the Russian government can have big influences on the countries gas supplies. For example if Russia is in conflict with Another Country, they can get all gas supplies to that country cut off. Russia has previously cut off gas supplies to Ukraine over arguments about payments. Also Russia has never been on best terms with Europe and with Gazprom supplying nearly 80% of Europe's gas this leads to poor energy security. Poor energy security can lead to very high gas prices.
