Such a warning system would have been sufficient back in the 1950s and early 1960s when the attack would have used bombers to deliver the bombs (I remember the Civil Defense siren tests when I was a kid). However any attack now will almost certainly use ICBMs which would arrive too soon for any such warning to help.

The Civil Defence siren system has been replaced with the Emergency Alert System that interrupts TV and Radio broadcasts with warnings of various natural disasters. This is one benefit that spun off of the Cold War.
