Because of the noble idea of letting the government decide what vices citizens should be permitted to enjoy. The ills of alcohol consumption are readily apparent, and the idea of getting rid of it through legislation seemed like a noble pursuit which would benefit the masses.

The era of excess was because of the obscene amounts of money the citizenry were willing to spend on having a good time. Bootleggers were making shit-loads of money by jacking up the price on liquor. More people were drinking because of the illicit nature involved in going against societal restraints.

It was an noble experiment which created a rift between citizens and the law-makers which still exists to this day.
