Guantanamo Bay was originally used as a prison because the US authorities hoped that by having the prison outside of us sovereign territory its method of operation would not be constricted by US law and the constitution (eg it could use torture or at least interrogation techniques currently forbidden in the US) however the senate ruled that as a US government institution it was still bound by US law and so this is not allowed. However as a maximum security installation housing many unsavory characters it at least re-assures US citizens that escapes are made into cuban, not US territory. It could also be considered revenge by the US on Castro for his sending of Cuba's worst criminals to America in the eighties.
