They lacked the determination of the NVA. It is possible that maybe "attacking armies" might be inherently imbued with more determination than defending armies.

For whatever reason(s) the NVA seemed to be a far more determined enemy to fight than their adversary...the ARVN. Although it must be said that (US) Congress did cut off their funds during the final stages of the war; and no military can fight without ammunition and fuel.
