the tardis looks like a police box because when the doctor took a trip back to the 1990's the chameleon device that gave the tardis the ability to blend in with the surroundings of anywhere it landed broke down. once the doctor tried to fix it & succeded in a way. it did in fact change it's appearance just not into anything that would not draw attention to itself. in a junkyard it appeared to be an elegant village square fountain & when takin refuge in an abandoned shed it took the form of a piano before getting stuck once again as a 1990 police call box. since then the doctor has just accepted it for the way it looks & we're all very glad he has. the tardis rather suits that style dont you think?
I agree it does indeed, but it's design is long before 1990- it actually dates from the 1920s, although these style of police boxes were still in use in the UK up until the early '60s. It's design dates back to when The Doctor landed in London in 1963 as oppose to the '90s (the same year that the series was launched!)
