At this time Japan was ingaged in a war against China, which was part of thri plan to make japan a colonial power like Britain, France and the United states were.
In response to Japanese aggression in China and Indochina, the United States and Britain had placed an embargo on shipments of machinery, fuel and other resources to Japan in 1940. This meant that the Japanese would be forced to give up their attempts to conquer China. Since they could not do it without these resources. Japan decided that they would have to take the resources that the Americans would not give them, and this would mean war.

Why did the Japanese Americans have to move to the internment camps?

The official reasons were that the US government feared that among these persons of Japanese ancestry there might be spies or saboteurs. Within the year before Pearl Harbor the world had seen the importance of such people when Norwegian fascists led by Vidkun Quisling assisted the Nazis in overrunning Norway. This was the origin of the term "fifth column". The US General, John DeWitt, who commanded the military department which included the west coast states recommended to the government that persons of Japanese ancestry be removed from the west coast states, and the suggestion was adopted. It was only the Japanese in the west coast states who were removed to camps. Japanese living elsewhere in the US were not interned. In Hawaii persons of Japanese ancestry amounted to half or more of the population, and they were not interned either, and there were in fact a few spies among them.Another reason was to protect the Japanese-Americans from attacks by American civilians. There were in fact numerous incidents in the weeks after Pearl Harbor where Asians were attacked, and usually they were not even Japanese, but Chinese.

How did the Japanese bomb Pearl Harbor?

The Japanese Navy sent four aircraft carriers on a secret mission to attack the US Navy base at Pearl Harbor on the island of Oahu. The planes achieved surprise by approaching from low over the ocean. Although the US suspected that Japan was about to launch an offensive, they did not decipher the key documents that would have told them where the attack would be, at least until it was too late.On the morning of Sunday, December 7, 1941, the attacking planes attempted to knock out most of the ships of the US fleet docked at Pearl Harbor. The Japanese planned to attack Pearl Harbor almost immediately after a declaration of war was delivered to the US. However, the Japanese consulate officials in Washington ran behind schedule and the attack took place before war was declared. In any case, it would have been a "sneak attack" or "surprise attack" and the US forces were almost completely unprepared for it. President Roosevelt addressed Congress the following day and war was declared on Japan. The AttackThe Japanese sent their carrier planes into Pearl Harbor dropping bombs, strafing, and releasing torpedoes into the water. The attacks killed 2463 soldiers, sailors, and civilians. Of those, 1177 of those killed were the crew on the battleship USS Arizona which was hit in an ammunition magazine and exploded, then capsized, flipping over and sinking to the bottom of the harbor. The US might have been better prepared, and two incidents should have indicated that an attack was under way. Just hours before the attack, a US destroyer attacked and sank a midget submarine in the waters near Oahu. The US radar stations reported contacts which were dismissed as US B-17's being ferried to the air station. The Japanese sank several US warships. But by missing the two US aircraft carriers in Hawaii, the Japanese became the victims of their own plans. Six months after Pearl Harbor, 4 Japanese carriers were sunk while attacking again at the Battle of Midway. The IntentThe Japanese sought to destroy the US fleet so that it could not oppose their conquests in the Pacific until it was too late, with major forces having occupied the territories as they had in China and Indochina. The US had been enacting an embargo against Japan for its attacks on China (beginning in 1937), and Japan needed raw materials from abroad to use in their conquests of the western Pacific and east Asia.

What was the Day that will be remembered in infamy?

"Yesterday, December 7, 1941, a date which will live in infamy - the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan. The United States was at peace with that nation and, at the solicitation of Japan, was still in conversation with the Government and its Emperor looking towards the maintenance of peace in the Pacific. Indeed, one hour after the Japanese air squadrons had commenced bombing in Oahu, the Japanese Ambassador and his colleague delivered to the Secretary of State a formal reply to a recent American message. While the reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or armed attack. It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or weeks ago. During the intervening time the Japanese Government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace. The attack yesterday on the Hawaiian Islands has caused severe damage to American naval and military forces. Very many American lives have been lost. In addition American ships have been reported torpedoed on the high seas between San Francisco and Honolulu.Yesterday the Japanese Government also launched an attack against Malaya. Last night Japanese forces attacked Hong Kong. Last night Japanese forces attacked Guam. Last night Japanese forces attacked the Philippine Islands. Last night the Japanese attacked Wake Island. This morning the Japanese attacked Midway Island.Japan has, therefore, undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation. As Commander-in-Chief of the Army and Navy, I have directed that all measures be taken for our defense.Always will we remember the character of the onslaught against us. No matter how long it may take us to overcome this premeditated invasion, the American people in their righteous might will win through to absolute victory.I believe I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost but will make very certain that this form of treachery shall never endanger us again.Hostilities exist. There is no blinking at the fact that our people, our territory and our interests are in grave danger. With confidence in our armed forces - with the unbounded determination of our people - we will gain the inevitable triumph - so help us God.I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, December 7th, a state of war has existed between the United States and the Japanese Empire."Franklin Delano Roosevelt,Address to a Joint Session of the CongressDecember 8, 1941
