In response to Japanese aggression in China and Indochina, the United States and Britain had placed an embargo on shipments of machinery, fuel and other resources to Japan in 1940. Japan decided that they would have to take the resources that the Americans would not give them, and this would mean war.

In Hawaii persons of Japanese ancestry amounted to half or more of the population, and they were not interned either, and there were in fact a few spies among them.Another reason was to protect the Japanese-Americans from attacks by American civilians. There were in fact numerous incidents in the weeks after Pearl Harbor where Asians were attacked, and usually they were not even Japanese, but Chinese.

Just hours before the attack, a US destroyer attacked and sank a midget submarine in the waters near Oahu. The US radar stations reported contacts which were dismissed as US B-17's being ferried to the air station. The Japanese sank several US warships. But by missing the two US aircraft carriers in Hawaii, the Japanese became the victims of their own plans. Six months after Pearl Harbor, 4 Japanese carriers were sunk while attacking again at the Battle of Midway.The IntentThe Japanese sought to destroy the US fleet so that it could not oppose their conquests in the Pacific until it was too late, with major forces having occupied the territories as they had in China and Indochina. This morning the Japanese attacked Midway Island.Japan has, therefore, undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation.As Commander-in-Chief of the Army and Navy, I have directed that all measures be taken for our defense.Always will we remember the character of the onslaught against us. No matter how long it may take us to overcome this premeditated invasion, the American people in their righteous might will win through to absolute victory.I believe I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost but will make very certain that this form of treachery shall never endanger us again.Hostilities exist.
