It was a weakness of the league because they did not have a back up plan nor any military and so countries did not listen and went against the covenant ; although the league could not stop this and wasn't powerful enough . The italien leader , Mussolini had much control and after the murder of an Italian diplomat , he was extremely angry and demanded an apology but also financial compensation from Greece . However , when the League demanded that the money should be paid to them , Mussolini got the decision overturned and received both the money and the apology he wanted . This showed that the League was weak , indecisive , unstable and incompetent .

The League of Nations should have tried to have better relations with Greece in the Corfu incident. They also could have negotiated with the Italians to prevent them from attacking Greece.

There were both successes and failures of the league. The Corfu incident of 1923 was a huge failure and demonstrated the weakness of the league. There was an incident at the Greek Albanian border where an Italian General, Tellini and his team were ambushed and killed. The league made a decision that compensation would be paid to the league and when the people responsible were found, it would go to Italy. Formally Mussolini accepted the decision but got it overturned by the conference of Ambassadors. This was not a body of the league but was constantly undermining it.
