General Butler wasn't a professional soldier, instead, he was a politician appointed to that rank and was in charge of the Occupation of New Orleans. He ruled with a heavy hand and gross incompetence. Before his removal he had become known as "Beast Butler". He had one man executed for tearing down an American Flag, and in his General Order Number 28 he ordered that any woman treating a Union soldier with disrespect would be treated as a prostitute.
