It was well known before he became US President that Fort Sumter would be a test of wills. Lincoln's position was that if simply gave up Fort Sumter to "extremists" it would be a disservice to the nation and nurture even further the ideas of rebellion in the South. It should be noted here that the conflict in the Charleston Harbor was indeed a conflict. War was not declared upon that act. In fact there are at least 3 important opinions about that issue.

President Abraham Lincoln immediately called for 75,000 volunteers to step up and suppress the rebellion, which prompted four southern slave states to join the Confederacy. The Confederates won The Confederates under the command of General PT Beauregard bombarded the fort for about 14 hours then Major Anderson surrendered the fort. The only casualty was a Union horse!!! Fort Sumter was an act of Southern rebellion that in a short period of time would become the US Civil War. As the fort was surrounded by Southern cannon fire, it was forced to surrender. This was a wise move as it prevented loss of life.

Lincoln provoke the CSA to attack so it would give a reason for the US to attack them and to give them the name of rebels to the people. Gave them more reason to stop the CSA independence and unite the US.
On March,29, 1861, Lincoln ordered to set up a naval task force to supply the fort with provisions for a year and introduce 200 men to reinforce the garrison. On April 7 the expedition weighed anchor. At the same time he sent a messenger to Charleston who presented to the Governor Pickens a confidential letter, in which he said that food supplies would be introduced in the fort. If he had not met resistance, it would not make any attempt to introduce weapons, ammunition and reinforcements without notifying the governor. The Confederates reacted isolating the fort and preventing the garrison from receiving both post and provisions. On Apr. 10, 1861, the Confederate Secretary of War cabled to Gen. Beauregard, ordering him to ask the surrendering of Fort Sumter.
