I don't think it was. The Etruscans were assimilated into Roman society. In fact, a lot of the rulers of Rome were Etruscans.

If I remember correctly, I think it was the Romans who over threw the Etruscan Ruler (Vii, or something like that).

The Etruscans were not political, at least not as much as the Romans, and I think that's where they failed.
