When the US Civil War began, the Confederacy had no navy. Therefore protecting their seaports was not possible. They had to rely on land based artillery and soldiers to protect the port cities. As for foreign trade, that was also a problem. They had virtually no sea going cargo ships nor a navy to protect them anyway. The seas and oceans were required for having any sort of naval presence or sea power. And they had no truly safe shipyards in which to build a navy or merchant marine. One of the reasons that Great Britain was able to rule its vast empire was due to its navy. Now, the North was not anywhere close to being a naval threat. This problem, however, was mitigated by having safe shipyards in which to build a navy. Control of the sea meant control of the military aspect of doing so, and having merchant ships to carry Northern products to faraway foreign ports.
