Publication meant that the people were enabled to know what the rules were. The main reasons for wanting this was:
1) Public knowledge of what the rules were
2) Protections against abuse by the rich and powerful
3) More equality before the law
4) Clear procedures for the conduct of trials
5) Clarity about what the punishment for crimes would be
