Originally he was just going to purchase New Orleans so farmer along the Mississippi River could ship their goods more easily. But when Napoleon the leader of France at the time lost Haiti and he was at war with most of Europe, he decided he needed the money, so he decided to sell all of the Louisiana Territory for relatively little more money. Excited by the chance to nearly double the size of the nation he wanted to buy it quickly, but the Constitution at the time didn't state if he could annex it or not, he didn't want to amend the Constitution because he feared it would take to long and Napoleon would become disinterested. So he used the Elastic Clause in the Constitution and bought the Louisiana Territory, using a power he was originally dead set against, making him in a way a hypocrite.
