The pilgrims did not neccesarily have to make the Mayflower Compact, but decided to make it to have some type of order in the "desolate" land they were entering.
The Pilgrims arrived in North America on November 11, 1620, aboard the Mayflower. Before disembarking, they drafted the Mayflower Compact on November 11, 1620, as a foundational document to establish self-governance and maintain order among the settlers. This compact was significant as it represented an early form of social contract and democratic governance in the New World.

The Mayflower Compact was first suggested in November 1620, when the Pilgrims aboard the Mayflower realized they had landed outside the jurisdiction of the Virginia Company’s charter. Faced with the need for a governing framework to maintain order and unity among the settlers, they drafted the compact as a social contract. It established a form of self-governance and emphasized the principles of majority rule, laying an important foundation for democratic governance in America.
The Fundamental Orders of 1638-1639 are often considered similar to the Mayflower Compact. Both documents established a framework for governance based on mutual consent and social contract principles. The Fundamental Orders, drafted by the settlers of Connecticut, outlined a structured government and extended the idea of self-governance that was central to the Mayflower Compact. Together, they exemplify early democratic practices in colonial America.
The Pilgrims had intended to go to Virginia. When they realized they were off course by hundreds of miles, people threatened to do whatever they wanted because British law was an ocean away and they weren't within the scope of Virginia law. To avoid anarchy, they drafted laws to govern the colony they'd create.
