It is referred to short people because they say some people are short and bossy. They prove that they're the boss because they're small up close, but they think they are big from far. for example... a small dog can be in a window and another dog lives across the street and it is really big. Every time it sees that big dog out side, it will bark loud through the window and try to act tough, but when that small dog goes outside and walks pass the house, it will run fast pass it or it wont go move at all. So they basically try to prove that they are "The BO$$"
