It is the age old story of people trying to control other peoples behavior by passing laws. People thought that if they made alcohol illegal people would just stop drinking. Instead, people drank illegally. A similar thing is easing it's way into the public conscience right now with efforts to control cigarettes, some drugs and the latest entry, attempting to control what you eat by dictating what retailers can sell and where they can sell it.
As long as there are people ther will be folks trying to make this a perfect world by trying to legislate morality. It has never worked but they keep trying.
