"...we watched were so gallantly streaming"

means our troops/ships/planes...gallantly streaming in droves to defend us

"O'er the ramparts we watched were so "gallantly streaming" Means from the ramparts they saw the American flag, through the flashes of light from the bombs, still silently waving.
