It sounds like a wiring short. I had the same problem it feels like you are getting water to the carb?, but it only happens in wet weather , my sollution was a grounded wire coming from the fuel tank sending unit a very small hole that when water got in it created the conductivity to short the unit out hence the"chugging". If this dosent help you may just have alot of crap in your tank so you may have to just take the fuel tank off and totally clean it out
