This is debatable. In my opinion I'm not sure. It is possible they could'NT stop. The Roman people were so used to their luxury and even the poor had decent lives, that if the Government took it away, a revolt could be sparked.
I would have to say no. If i read the question correctly, you are asking if they spent to much of its resources on the poor, meaning the less wealthy. if that is what you meant to ask, then the answer is definitely no. you can never spend too much of anything on those less wealthy than you. we must also aplly this concept to the everyday world. we, America, are richer than over 90% of the world and act as so, which we must change. did you know that 60% of the world lives on less than 2 dollars a day?! we should learn from the rest of the world and give more to others, keeping less for ourselves.
on the otherhand, if that is not what you meant to ask, you might want to explain more clearly.

There are adherents to single factors, but more people think a combination of such factors as Christianity, decadence, lead, monetary trouble, and military problems caused the Fall of Rome. Imperial incompetence and chance could be added to the list. Even the rise of Islam is proposed as the reason for Rome's fall, by some who think the Fall of Rome happened at Constantinople in A.D. 1453.

The Roman state provided free grain for the poor in the city of Rome. This was necessary because the poor would have starved as unemployment and underemployment were a big problems. Not doing so would probably have led to riots. The real drain on the resources of the empire were increasing expenditure of the an ever-growing army and a bureaucracy which was doubled in size by the emperor Diocletian.

The Romans did not spend too much for the poor. The only major item of expenditure on the poor was the grain dole for the poor in the city of Rome. This expenditure was brought under control by Julius Caesar and Augustus who redefined who was eligible. The Romans spent much more money for maintaining the army and paying the salaries of the soldiers.
