by beating the crap out of anyone who didnt agree with the law But seriously, the Romans governed their empire according to Roman laws and Roman custom. This was one of the secrets to their success. The empire was united under the same laws and provincials had certain legal rights and were able to use them.

ancient Rome expanded its territory by the force of its well disciplined legions and the judicious use of diplomacy and treaties to form alliances with other nations. The Roman policies with defeated enemies were often inclusive in order to bind loyalty among these peoples. They might invite newly defeated nations to join them in their policy of territorial expansion. They offered their former enemies security and a degree of self government insofar as internal affairs were concerned. In this era of ancient empires, Rome was unique in offering the rights and benefits of being a Roman citizen to peoples that did not enjoy the same under their own former governments. By binding new nations to the Roman cause, Rome established a larger pool of potential recruits to their armies. This was vital in maintaining the staying power Rome needed in times of war. Legion casualties could be offsett with new & loyal recruits.
