The one who saw a larger number of birds flying past would win. Romulus won and started to build a sacred wall around the Palatine Hill. Romulus spitefully trespassed the wall and Romulus killed him. Romulus went on to unify the settlements on the others hills which became the seven hills of Rome, becoming the founder of the city and its first king.
