The Romans did lots of civalised things like go to the public baths. Most Romans would bathe at least twice a week. Some who were rich enough to have their own privite baths would wash more frequently. They had laws and a highrachy like we do today. If someone broke a law they would go to court like place and could be put in prison (some of the punishments they had weren't very civilised though). They would even wipe themselves after they went to the latrine (toilet) with something called a 'sponge stick'. Roman archetecture is also very civilised. People would have their own homes (if they were rich enough) with bedrooms and dinning rooms and hallways etc.
All ancient societies had slaves. It was a fact of life, not only in Rome, but in all other societies. Great civilizations, such as those in Mesopotamia, Persia, Greece and Rome were all dependant on slave labor or slave input. A civilization is based on its cultural, social, and economic achievements, not on its labor force. Although today slavery is abhorrent, in the ancient world it was acceptable. We should not fall into the trap of judging the ancients by our present day standards.

A lot of people now days say the Romans weren't civilised because they are comparing the Roman ways to now a days! If you compared the Romans ways to the Tudors for example you would say they were civilised because the Romans have a way of keeping hygienic and the Tudors didn't, the Romans have a sewage system and the Tudor sewers went straight into the River Temps. The Romans constructed the aqueducts to bring a constant flow of water from distant supplies into cities, towns, public baths, public toilets, fountains and private households. Waste water was removed by the sewage systems and released into rivers, keeping the towns clean and free from cholera.
The Romans were particularly civilised in Law and Order and constructing buildings and infrastructure of them like drenage, and water supplies. What makes the Romans civilised? They had an army who had sophisticated uniform. They cooked their food. They cared for their hygiene and washed in the roman baths. They enjoyed entertainment like plays, chariot racing and dancing. They worshipped many gods and even had a god of doors!

Poor Romans were integral part of Roman civilisation. Without the jobs they did Rome would not have built her great buidings, the Colosseum, the circuses, the arches, the theatres and amphitheatres, the villas, the roads, the ports, the aqueducts, and all the other trademarks of Roman civilisation.
