Fascist Italy; that is, Italy under the direction of Benito Mussolini, 1922 to 1943. Mussolini very explicitly evoked the memory of the Roman Empire in his attempts to inspire patriotism (and, thus, support for him) in the Italian citizenry. While there have been repeated comparisons of the recent American dominance to that of the Roman Empire, the United States government was NOT modeled after the Roman Empire. Certain aspects of the US Gov't are influenced by the example of the Roman Republic (in particular, the design of the US Senate).
Ancient Greece and Rome both influenced the democratic development of England and America; even more largely, western civilization as a whole. The invention of democracy by various Greek city-states was one key contribution of Greece, while the republican government of Rome, along with Roman implementation of an extensive legal system, provided another set of powerful influences.
Between 60 BC and 44 BC Rome only had two forms of government: the monarchy which lasted for 244 years (753-509 BC) and the republic which lasted for 482 years (50927 BC). Role by emperors started later, in 27 BC. Note that the theory that the Etruscans conquered Rome in the 7th century BC is just that, a theory, even though it is presented as a matter of fact. It had been challenged. It evidence base is extremely flimsy and it is based on unproven assumptions. Recent archaeological evidence suggests a different picture. In as far as actual historical writing is concerned, the Roman monarchy was a Roman one throughout.
