In order to become a Roman Legionary (or legionnaire, you had to first meet the army requirements of being at least 6 Roman feet, or about 5-8" to 5-10', and being freeborn and healthy, both mentally and physically. To become a legionary, you had to go through a vigorous training course. This included running 20 Roman miles in 5 hours, carrying a full pack of weapons, rations, medicine, etc, and various combat training exercises.
You did not have to have any particular skills to be in the Roman army. All you needed was taught to you upon acceptance.
